7. Taxes

7.1 Tax Collection
 - Clan leaders and diplomats are responsible for ensuring their clan members pay taxes
 - The Treasurer may authorize the Royal Guard to collect taxes from a player in violation of section 7.2 Tax Collection Table
 - The Royal Guard will notify a player and clan diplomat (or leader if a diplomat is not assigned) 1 hour before they intend to collect taxes with an attack on the player's city
 - Compensation for resources and troops lost in the tax collection is at the discretion of the Royal Guard and is not a requirement
 - Any player of the kingdom can scout a city to confirm their current gold ingots. If above the maximum level, any player may attack but must return all resources taken if requested (taxes are paid by the player that was attacked). Compensation for troops lost is not required

7.2 Tax Collection Table
 - City level 1-19 - Maximum ingots 1,600
 - City level 20-29 - Maximum ingots 25,000
 - City level 30-39 - Maximum ingots 55,000
